First, the SITE is a wasted piece of land just to be rehabilated. It is located on the bank of the river Meuse and with good access to city centre. A site, where interesting historical buildings can still be found, is at the crossroad of different historical urban influences.

Then, the PROGRAM. The city council needs to an available multi functional hall of 4000 seats. And to go with this "monster" who's only getting awake at night, various activities to put life in the neighbourhood during the day: swimming pool, sport hall, cultural centre, media centre, supermarket, housing, shops, ….+ parking.

The PROJECT is to highlight the site's soul. It creates a new reality from the surrounding ones. This reality answers to the essential needs of present and future urban life.

This is carried out in concrete terms by:

- a park made from the free access of the roofs.

-the appropriate burying of car traffic and parking in good quality spaces.

-the highlight of historic buildings existing on the site.

-restoring the physical contact with the river Meuse.

The all project is guided by different urban systems existing on the site.

To summarize, the project is a progressist urban attitude without forgetting the traces of the past.
